There are two hammers, two sears, two mainsprings, etc, etc inside the action of a double rifle – And if your rifle has an ejector setup, then there are two more sets of lockwork in the forearm, which are tripped by the main hammers such that when you break open the rifle, the spent brass for that barrel ejects.
Sold out? A similar new English rifle would cost perhaps ten times as much as this one, so there’s a bit of leeway there that’ll let the owner play with it. I think for 10 grand you could only afford a sweet SMLE, reloading supplies and equipment, and maybe 40,000 rounds , SMLEs are rather cheap, milsurp .303 is rather cheap and usually reloadable(except for that crap Indian made stuff), so maybe only 100 thousand.
